Perceptual Quantizer Limiter DCTL v1.1.2

This is a tool to roll-off a higher nit HDR master to a lower nit value, for example from 2000 nits to 1000 nits.

It's meant to be used with the Perceptual Quantizer (ST2048) transfer function.
